This is an electric clock and it is fitted with an automatic back-up device to reset the clock after a power cut. If the power is off for longer than 20 seconds, the clock will remain stopped and restart itself 12 hours later when the hands are again showing the correct time. So this clock has now reset itself. Not ideal, but this is generally preferrable to allowing the clock to run slow for several days before it can be fixed.
